A comprehensive overview of rural solid waste management in China

摘要: This paper aims to conduct a comprehensive review of rural solid waste (RSW) in terms of characteristics, management and legislation. Survey results show that RSW generation rates range from 0.25 to 2.1 kg·(capita·d) in different rural villages across regions of China. Total RSW generation has been increasing, which is far higher than official data in 2014. RSW are dominated by food residue and coal ash/cinder/dust (at approximately 70%). Most of RSW are still discarded randomly without any treatment in China. Scattered RSW generation sources, imperfect legislation system, poor infrastructure on treatment and disposal are identified as the biggest challenge for RSW management currently in China. To improve RSW management, increasing financial resources, establishing sorting collection and transportation network, promoting sorting collection and recycling, improving treatment technology are proposed as the possible solution.

Industrial solid waste flow analysis of eco-industrial parks: implications for sustainable waste management

摘要: Sustainable waste management in the industrial ecology perspective brings enormous challenges to the existing methodology of waste analysis at the industrial park (IP) scale. In this study, a four-step method was proposed for industrial solid waste (ISW) flow analysis of eco-industrial parks (EIPs) and applied to two IPs in eastern China. According to a park-wide census of 619 industrial enterprises and 105 questionnaires by a survey from 2006 to 2008, the results indicated that: 1) at the enterprise scale, more than 60% of enterprises were small-ISW-generation enterprises which encountered great difficulties on effective waste management; 2) at the IP scale, though the two IPs have set up their own environmental management systems and passed the ISO 14001 certification, the efficiencies of the ISW management systems have yet to be improved in the industrial ecology perspective; and 3) at the regional scale, more than 97% of ISW flowed within the provincial region, indicating that the provincial governments prevented the wastes from flowing into their own “back yard”. Effective waste management should be placed in a broader perspective. Approaches to sustainable waste management may include wastes exchange, efficient waste and information flow, virtual EIP, waste minimization clubs and regionalization of waste management.

Carbon footprint assessment for the waste management sector: A comparative analysis of China and Japan

Waste management is becoming a crucial issue in modern society owing to rapid urbanization and the increasing generation of municipal solid waste (MSW). This paper evaluates the carbon footprint of the waste management sector to identify direct and indirect carbon emissions, waste recycling carbon emission using a hybrid life cycle assessment and input-output analysis. China and Japan was selected as case study areas to highlight the effects of different industries on waste management. The results show that the life cycle carbon footprints for waste treatment are 59.01 million tons in China and 7.01 million tons in Japan. The gap between these footprints is caused by the different waste management systems and treatment processes used in the two countries. For indirect carbon footprints, China’s material carbon footprint and depreciation carbon footprint are much higher than those of Japan, whereas the purchased electricity and heat carbon footprint in China is half that of Japan. China and Japan have similar direct energy consumption carbon footprints. However, CO2 emissions from MSW treatment processes in China (46.46 million tons) is significantly higher than that in Japan (2.72 million tons). The corresponding effects of waste recycling on CO2 emission reductions are considerable, up to 181.37 million tons for China and 96.76 million tons for Japan. Besides, measures were further proposed for optimizing waste management systems in the two countries. In addition, it is argued that the advanced experience that developed countries have in waste management issues can provide scientific support for waste treatment in developing countries such as China.

Municipal solid waste management in Dalian: practices and challenges

摘要: The fast growing of urban areas in developing countries has brought serious problems on municipal solid waste (MSW) management. It will be rational to adopt an integrated approach to deal with such a challenge so that the overall eco-efficiency of MSW management could be improved. To better examine how attributes of integrated MSW management are being interpreted and put into practice, and to explore what changes should be made to improve the application of integrated MSW management, we employ a case study method so that lessons learned could be used to inform initiatives in other cities and the potential solution may offer feasible strategies. The case study city is Dalian, a typical seaport city with fast growing rate in economy. The outcomes of this case study show us that fragmented management structure, ineffective and inefficient enforcement of relevant regulations, backward technologies, limited financial resources and lack of public participation are main barriers for the implementation of integrated MSW management. Consequently, in order to overcome these barriers, we propose an integrated management framework on MSW management, aiming to maximize the overall eco-efficiency of MSW management.

Integrated approach to winery waste: waste generation and data consolidation

摘要: The winemaking process involves the generation of a significant amount of waste and wastewater. These residues should be addressed for recycling or treatment before being returned to environment. As each winery is unique in waste generation and disposal, plans for environmentally friendly waste management are not universal and should be tested for their effectiveness. In this study, a diagnostic was made during three years, in different wineries, throughout Portugal, in order to quantify and characterize the waste and the wastewater produced. The results showed that solid waste and wastewater are mainly produced during the harvest period, corresponding to 74% and 87%, respectively. One ton of processed grape approximately produce 0.13 t marc, 0.06 t lees, 0.03 t of stalks and 1.65 m of wastewater. No significant differences ( ≤0.05) were observed for grape marc, lees and wastewater ratios, between years or wineries. With respect to the stalk ratio, there was no effect of year but the winery significantly affected this ratio ( ≤0.05). During the study period the treated wastewater, since diluted, revealed suitable characteristics for irrigation representing an additional source of water. In this regard, the data acquisition and consolidation ensure the transfer of information and experience which constitute an essential step in a support decision tool design.

Toward separation at source: Evolution of Municipal Solid Waste management in China

摘要: Municipal Solid Waste (MSW) management in China has been transitioning from a mixed collection and treatment system to a separated collection and treatment system. The continuous rise of MSW treatment capacity and the optimization of technology structure provided basic facility support for China to promote MSW separation at source. China preferred a four-type separation system. Regulated recycling should be enhanced to improve the efficiency and sustainability of recycling industry. As food waste is the main composition of MSW in China, 20%–30% of the food waste diversion and land application could maximize the comprehensive environmental performance. Incineration is to be the pillar technology in MSW separated treatment system in China.

An interval joint-probabilistic programming method for solid waste management: a case study for the city

摘要: Currently, environmental protection and resources conservation continue to be challenges faced by solid-waste managers in China. These challenges are being further compounded by rapid socioeconomic development and population growth associated with increased waste generation rates and decreased waste disposal capacities. In response to these challenges, an interval joint-probabilistic mixed-integer programming (IJMP) method is developed for supporting long-term planning of waste management activities in the city of Tianjin, which is one of the largest municipalities in the northern part of China. In the IJMP, joint probabilistic constraints are introduced into an interval-parameter mixed-integer programming framework, such that uncertainties presented in terms of interval values and random variables can be reflected. Moreover, a number of violation levels for the waste-management-capacity constraints are examined, which can facilitate in-depth analyses of tradeoffs among economic objective and system-failure risk. The results indicate that reasonable solutions have been generated. They are valuable for supporting the adjustment of the city’s existing waste-management practices and the long-term planning of the city’s waste-management facilities.

CAS and ABM-based Demolition Waste Management Research in the AEC Industry

摘要: With the increase of the urban population and the rapid development of urbanization in China, a large number of old buildings will be demolished and produce a huge amount of waste. Currently the recycling ratio of old building materials is very low, which results in the problems of resource waste and environment pollution. This greatly challenges urban sustainable development. With respect to the continual growth of demolition waste quantities, it is urgent to research how to implement effective management of demolition wastes by focusing on the demolition agents’ behavior. Based on the theory of complexity, this paper analyzes the demolition waste management from the perspective of complex adaptive system. Taking into account the “green” demolition (building dismantling) and conventional demolition (building demolished) methods, the agent-based modeling method with Repast Simphony platform is applied to simulate interactions between demolition agents. The longitudinal trend of demolition waste quantities is forecasted.

Role of rural solid waste management in non-point source pollution control of Dianchi Lake catchments

摘要: In recent years, with control of the main municipal and industrial point pollution sources and implementation of cleaning for some inner pollution sources in the water body, the discharge of point source pollution decreased gradually, while non-point source pollution has become increasingly distressing in Dianchi Lake catchments. As one of the major targets in non-point source pollution control, an integrated solid waste controlling strategy combined with a technological solution and management system was proposed and implemented based on the waste disposal situation and characteristics of rural solid waste in the demonstration area. As the key technology in rural solid waste treatment, both centralized plant-scale composting and a dispersed farmer-operated waste treating system showed promise in rendering timely benefits in efficiency, large handling capacity, high quality of the end product, as well as good economic return. Problems encountered during multi-substrates co-composting such as pathogens, high moisture content, asynchronism in the decomposition of different substrates, and low quality of the end product can all be tackled. 92.5% of solid waste was collected in the demonstration area, while the treating and recycling ratio reached 87.9%, which prevented 32.2 t nitrogen and 3.9 t phosphorus per year from entering the water body of Dianchi Lake after implementation of the project.

An updated review and conceptual model for optimizing WEEE management in China from a life cycle perspective

摘要: Waste electrical and electronic equipment (WEEE) is a rapidly growing category of solid waste. China is now facing WEEE problems from both growing domestic generation and illegal imports. Currently, the amount of WEEE formally treated has increased steadily in China. The layout of the formal sector has been basically completed. Meanwhile, by controlling illegal disassembly activities, the informal sector has been gradually transformed to formal one. Beginning with the overview of the WEEE recycling industry in China, this paper first lists the latest progress in WEEE management from such aspects as the new edition of China RoHS Directive (Restriction of Hazardous Substances Directive), the updated WEEE Treatment List, the updated WEEE fund standard, the revised National Hazardous Waste List, and a brand-new plan on extended producer responsibility. In so doing, we elucidate the current challenges on WEEE management in detail: the imbalance between fund levies and subsidies, the gap in the supervision scope, the homogenization of recycling industry and the lack of life cycle approaches. Finally, a conceptual framework for integrated management of WEEE is proposed from a life cycle perspective. Overall, the life cycle management of WEEE includes three aspects: developing life cycle information for decision-making, implementing life cycle engineering with life cycle tools, and improving WEEE legislation based on life cycle thinking. By providing specific operating strategies, this life cycle framework should help to optimize WEEE management in developing countries where legislation is imperfect and the recycling system is relatively immature.

Development and prospects of municipal solid waste (MSW) incineration in China

摘要: With the lack of space for new landfills, municipal solid waste (MSW) incineration is playing an increasingly important role in municipal solid waste management in China. The literatures on certain aspects of incineration plants in China are reviewed in this paper, including the development and status of the application of MSW incineration technologies, the treatment of leachate from stored MSW, air pollution control technologies, and the status of the fly-ash control method. Energy policy and its promotion of MSW-to-energy conversion are also elucidated.

Region-gridding recycling of bulk organic waste: Emerging views based on coordinated urban and rural

摘要: Abstract Bulk organic waste (BOW) has a large output in China. The improper disposal of BOW will not only bring serious environmental pollution, but also cause waste of biomass resources. The viewpoint proposes a region-gridding recycling management system of BOW that highlights the coordinated development of environmental, agricultural and energy elements in urban and rural areas. The viewpoint aims to drive the upstream and downstream industrial chains of BOW treatments, avoid the repeated construction of resource facilities, guide the upgrading of resource-based technologies, promote the professionalization of farmers, and thus built the high-quality modern agricultural recycling industrial park based on system management.
